The calculation of pensions for those born before 1967 is regulated by federal law 400-FZ of December 28, 2013. This law discusses aspects of calculating the insurance part. General procedure for calculating pension payments

Early compensation includes a preferential type of pension, which can be received by the following groups of citizens:

  1. If their activities were associated with heavy physical labor or work in adverse conditions.
  2. If the work was carried out in the conditions of the Far North or in an area equated to the same.
  3. If the working conditions included a certain deadline, after which, regardless of age, it was time to go on a well-deserved rest.

Individuals who raise children alone can count on the insurance share. If the sole breadwinner had a certain period of work, then the insurance share is also charged. To apply for any type of old-age benefit, you must confirm that the breadwinner is absent or dead by providing a death certificate or a court decision declaring missing.

Seniority

The second condition for receiving insurance benefits is the length of service. These are periods of time during which a person made contributions to the Pension Fund. There are two types of insurance experience:

  1. ordinary- this is a type of experience when deductions to the PF are made by citizens working under normal working conditions;
  2. special- unlike the usual, this experience characterizes the type of work in special (for example, harmful or dangerous) conditions.

Work experience until January 1, 2002

The length of service until January 01, 2002 is calculated in calendar order according to the actual duration of each period. Personal storage papers will become confirmation of the fact of work, military service or the period of child care, and for calculating the insurance part. What should a person submit to the fund:

  1. work book;
  2. employment contracts;
  3. salary certificates for five consecutive years of work until 01.01.2002;

Only if the fund has these documents, he can count on the timely appointment of a pension in the prescribed amount. Accounting for hours worked since 2002

Information about the periods of work and salary until 2002 in the Pension Fund is provided by the employer in 2003-2004. If during these periods a person did not work or the employer provided incomplete or inaccurate information, then the fund will not have the necessary information.   5. registration for unemployment;
  6. redirection of a civil servant for employment in another locality;
  7. participation in public works;

  10. from the attainment of a citizen of 80 years.

What periods are included in the length of service

Based on the law, the minimum insurance period increases every month. In 2015 it was 6 years, in 2019 it will be 9 years, and in 2025 it will be 15 years. If, upon reaching old age, the minimum number of years has not been worked out, then the insurance compensation for old age will not be accrued. The insurance period is determined by entries in the work book showing the period of official employment of the employee.

If the employee’s work book is lost or some records are missing, then the following documents will confirm the experience:

  1. employment contracts;
  2. certificates issued to the employee at previous places of work;
  3. extracts from orders (for example, orders for admission and dismissal);
  4. personal accounts of the employee;
  5. pay slips.

Since 2019, innovations have come into effect for calculating pensions for those born before 1967 using new formulas. By law, people who have worked for 35 years are eligible for additional pay. And for those who have worked (officially) for more than forty years (40 years for women, 45 for men), upon entering a well-deserved rest, the state will pay an even larger bonus.

The third condition for receiving insurance benefits is individual coefficients. This is the number of points earned for 12 months or those periods that are included in the length of service. These coefficients are calculated depending on the salary of a person, subject to his official employment. The higher the salary, the higher the rates. The main condition is that before entering a well-deserved rest, the coefficients should not be less than 30.

Based on the law "On Insurance Pensions", increasing requirements for the minimum pension coefficient have been established. If, from January 1, 2015, old-age insurance compensation is assigned if there is a coefficient of at least 6.6, then with a subsequent increase in the coefficient annually by 2.4 by 2025, its maximum amount will be 30.

    There is such a thing - the service coefficient, which is used when calculating the insurance part of the pension. The required total length of service when assigning a pension should be 25 years for men and 20 years for women as of 01.01.2002. If the experience is full, then the experience coefficient will be maximum. But if on the indicated date the full length of service has not been accumulated, then the ratio of the incomplete length of service to the required one is also applied when calculating the pension.

    The ratio of incomplete to required length of service is calculated as follows: the value of the estimated pension capital with a full total length of service is divided by the number of months of the full total length of service and multiplied by the number of months of the actual total length of service. That is, the lower the total length of service for 2002, the lower the size of the insurance pension.

    Another concept is valorization amount. This is 10% of the value of the estimated pension capital, plus 1% for each full year of total work experience until January 1, 1991.

    • calculated pension capital (indexed from 2002 to 2014) + valorization amount + amount of insurance premiums paid for 2002-2014 / expected payment period = amount of the insurance part of the pension as of 12/31/2014

    For example: IPC for a pensioner as of January 1, 2018 is 70 points. Based on the insurance premiums paid by the employer for 2018, another 5 pension points were added to the pensioner's IPC. Thus, the total amount was 75 points.

    So, how will this affect the amount of the pension:

    • insurance pension with 70 points: (70 points * 87.24 (pension point value) + fixed payment to insurance pension 5334 rubles 19 kopecks = 11 440 rubles 99 kopecks (pension amount before recalculation of pension points).
    • insurance pension with 75 points: (75 points * 87.24 (pension point value) + fixed payment to the insurance pension 5334 rubles 19 kopecks = 11 877 rubles 19 kopecks (pension amount after recalculation of pension points).

    - The amount of insurance pensions is indexed annually. Pensioners received an increase from January 1. On average, it is about a thousand rubles. Indexation of insurance pensions for non-working pensioners amounted to 7.05 percent, and 6.6 percent is planned for 2020.     I note that in the Kaliningrad region the subsistence minimum for a non-working pensioner cannot be lower than 8,846 rubles. If it turns out less, he is given a federal social supplement to his pension. When calculating the payment, the pension, regional, federal monthly payments, compensation for utility bills are taken into account, the amount of the additional payment is calculated up to the level of the pensioner's subsistence minimum. Below this amount, a non-working pensioner cannot receive. The size of the federal social supplement is calculated as the difference between the pensioner's subsistence minimum and his material support.

    Without a declarative recalculation, we make working pensioners annually from August 1, taking into account the amount of insurance premiums paid by the employer, as well as pensioners from 80 years old. The recalculation of the amount of the fixed payment without application is applied to the disability insurance pension, as well as the recalculation of payments from pension savings

    The recalculation of the insurance pension upon application is carried out when the number of disabled family members dependent on the pensioner changes, with the necessary work experience in the regions of the Far North, this is 15 calendar years or 20 calendar years equivalent to them.

    If periods of work coincide with non-insurance periods, at the request of the pensioner, one of them is taken into account: either work or a non-insurance period. Pensioners who have children, low wages and short work experience can count on such a recalculation.

    I note that when calculating pensions, according to the new pension formula from 2015, according to the law, the most profitable option is chosen, so there is no need to recalculate. Recalculation may not always be beneficial. For 2018, of the total number of citizens who applied for recalculation, it turned out to be beneficial for 80 percent of applicants.

    Most pensioners apply for recalculation at the offices of the MFC, PFR client services. However, the most convenient way is to apply remotely through the public services portal or the Citizen's Personal Account electronic service on the PFR website.

From 1980 to 1982 she was on maternity leave, and after 2000 she worked. According to the rules of the Soviet Union, the period of study and maternity leave is counted as seniority, and work since 1992 will be taken into account under Russian laws.

    It can be noted that labor pensions, which were calculated before 2001, are paid in the same way. For example, social pensions can be defined as fixed amounts, while military pensions can be defined as a certain percentage of monetary incentives.     What is the average pension for Russia?

    • a citizen over 80 years old;
    • several relatives are dependent;
    • indexation of the insurance pension;
    • pensioner goes to work.

    According to Article 7 of Law No. 424, an urgent payment is available only to those persons who have formed their own savings due to the following factors:

    • making contributions for co-financing;
    • maternity capital or any other income.

    When an urgent payment is calculated, the amount of savings is divided by a certain planned period. It can't be less than 10 years. In this case, the formula will look like this.

    NP - the amount of the monthly payment;

    PN - the total amount of savings;

    T is the planned number of months for payments.

    Insurance part

    If we talk about how the pension is calculated, then it is necessary to consider the insurance part. It differs significantly from the basic one in that it is tied to a specific person. Its size is directly dependent on the amount of contributions accumulated at that time, as well as on the period of expected payments. From each employer, deductions are mandatory, the volume of which is 8-14% of the amount taxed for an individual employee. This amount usually includes not only wages, but also other funds that the company spends on each employee individually.

    How is the insurance part calculated?

    The insurance part of the pension is determined depending on the size of the pension capital accumulated in the personal account of the citizen, and the survival period, that is, the time that is determined by the state as allotted for citizens after retirement. It turns out that the insurance part of the pension is the entire pension capital divided by the survival period in months. This is the size of the monthly payments. After seeing off to retirement, the survival period is 19 years, which is usually quite enough. Such a period is used only to calculate a pension, and if someone lives longer, they will not be left without security.     The advantages of using non-state funds are quite obvious.
